Garcia played a central role in launching the Commission’s forthcoming commemorative volume, Guardians of the Ballot: 85 Years of the Commission on Elections of the Philippines. Chairman Garcia personally signed the contract for the publication with esteemed author Prof. Gerard A. Lico, marking a significant milestone in documenting the legacy of the Commission.
